My friend has a public mobile account and her phone got stolen. She bought a new SIM and is trying to activate it, but can't log into her public mobile account because it keeps wanting to send a verification SMS to her (and she doesn't have a phone with an active SIM to receive it). How can she activate her SIM and log into her account?

ask her to click "Didn't receive code?" in that security code screen and there should be an option Send email to get the code via email
if no send email option, then simply submit ticket with agent and ask them to help to update the sim card number
