Can’t text without data or wifi

Why can’t I text when I’m out of data and not on wifi? I pay for unlimited talk & text but it stops working when my data runs out.

If you are using iMessages or some other non-typical messaging platform they require data. Regular SMS messages should work. I'm not sure how RCS messages are counted.
