Can't send pictures in texts unless on data?

MMS uses unmetered mobile data.  Generally you need to have mobile data enabled to send MMS.  As for iMessages, that is an iOS platform.  Android users would not be able to receive or send iMessages.

@EggYolk  Yes because of iMessage wanted data to send turn off iMessage and send sms that should work without data

That's correct. MMS text messages need to have cell data on. If you have an iphone then you should be able to send to other iphones using wifi or cell data. But that's not real MMS.

@EggYolk  Are you using iPhone ? And out of data . Turn off iMessage and send sms instead see if that helps
