So it looks to me like you just registered 41mins ago, and you started this thread 38mins ago. If you have just initiated you SIM you may have to wait a couple hours for everything to sync up and work. Sometimes this takes a few minutes but it could take a couple hours.
You can also go to your self serve account and see how many minutes are available depending on your plan. LOGIN HERE

@Alchemy Dial *611 from your phone. If you are on a limited calling plan then you have used up all your minutes then best to purchase the 500 minute add-on for $5 to get you back up and running.
To purchase an Add-On using this method, you will need to have a payment card registered to your account. Find out how to register your card in Self-Serve here. Dial *611 on your phone, and follow the prompts to first make a payment using a Public Mobile payment voucher, credit card, or Visa Debit card. After adding funds equal to or greater than the Add-On you wish to purchase, follow the prompts to buy an Add-On. You will need your 4-digit account PIN to purchase an Add-On. You selected your PIN when you activated your account.

If you have limited minutes check your account and if no minutes are showing then you have used them up You can purchase an add-on 500 Canada-wide Long Distance minutes $5

Are you on the $15 plan? Do you have an actual calling plan and not just the $30 data plan? Check self service to see what plan you are on.

With the $15 plan you are limited to 100 outgoing minutes. Seconds are rounded up to the closest minute. (eg. A 10 second call is rounded up to 1 minute). As well, checking your voicemail with your phone will use up outgoing minutes too. You can use another phone to check your voicemail. Dial your number and press * at the greeting. You can also purchase an add on in self service of 500 minutes for $5. The unused portion is rolled over from month to month until it is used up.
