trying to move to $29/month 5G 10 GB Can/US/Mexico plan but when I try it asks if I am already a public mobile member and when I press yes I can not access the plan. How do I move to this plan

@Cooo plans are targeted, so it depends on your current plan. When you sign into your account, if the plan you want is not showing up, that means that Public Mobile will not allow you as an existing member to get it. Some plans are for new activations only.
