With Rogers I could forward my texts to another number (when traveling). Is that possible with PM? If so, how?
If not, when I go to the US, will I receive incoming texts if I don't sign up for a roaming plan?

No, that's if the phone receives the text message and then forwards it. They were asking about setting up a text message forward like a phone call forward. It would have to be done on the network and not on the phone. That's the difference with what Rogers is offering with extreme text messaging. It's something they do on the network to forward the text message.
I dont know know if any other carrier offers the option for text message forwarding like Rogers does.

Don't have to be with Rogers, all smartphone have the options to forward text messages

I think text message forwarding is a Rogers thing as I haven't heard of it from other carriers before. I'm not certain about your other question but I don't think you would receive messages without a plan. Since US roaming is so new we might need to wait for someone to confirm it.

I am pretty sure you can forward your messages, you can add on roaming also
