Can I call a 1-800 toll free number if I am on a province-wide plan?

I tried to call with my calling plan from another Canadian Telco. I could not get through, does not like my calling area. However, it worked with my US google voice number. If I were to guess, this 1800 number does not accept calls from non US numbers.

It still would need to be a local 1-800 number
Depending on what you are trying to call, a 1-800 number can be designated as US only, North America only, or Canada only
Strangely Canada only is more expensive than North America only (???)

Purchasing a long distance add-on has no effect on making toll free calla. Likely, that company isn't accepting calls from outside of the U.S. to that toll free number. In those types cases, there's nothing to fix as it's a choice by the company who set up that phone number.
