I just Switched to PM from Bell and I can only call numbers that have already called me, if I try to call a number that has not previously called me it instantly says call failed.

check if the Bell sim card is removed, and disable Bell eSIM
and make sure PM sim is enabled and set as Primary. Then Reboot phone and click Reset network settings and test calling again
if same, then submit a ticket with CS Agent using Chatbot here:
