My phone is lost and I have no excess to either my email or phone number and I want to transfer my phone number from public mobile to another provider and I need my account activated for it

you need to get a new PM sim card and link it back to your account so you can receive text to approve the port.  it is not convenient be it is required for porting for any carrier
