With a CANADA-US-MEXICO plan, does that mean I can just take my phone across the boarder and continue to use it as I would in Canada?

to use your cell for talk in USA, you must have a cell that is VoLTE recognized by Public Mobile...not all VoLTE cells are. VoLTE isn't mandatory in Mexico...just USA. Here's a bit of reading with a device checker at the bottom of the page.

You must enable roaming for data use outside of Canada.
