Yes all certified pre-owned phones are unlocked. It is illegal for carriers to lock phone since December 31, 2017.

just to you know In June 2017, the Canadian Radio-television and Telecommunications Commission (CRTC) updated the Wireless Code of Conduct to address a number of common consumer complaints. One of them was the cost to unlock a phone, even after a customer has fully paid for the device.

Yes, they are.
A thing to note for the future, is that your mobile carrier must unlock your phone if you request it, free of charge. This was passed by the CRTC in December of 2017. So to summarize, even if you buy a locked phone from say, Bell, for example, if you request they unlock it for you, they must unlock it for you free of charge.

Yes, they're unlocked. Carriers in Canada have to sell them as unlocked.
