@Scohene what do you consider a reasonable price (aka what is your approx budget?). Any particular desired in terms of specs, operating system (iOS, near-stock Android, other ___, don't care?), storage, performance, size, screen type, anything else?

You can feel reasonably safe on ebay provided you pay attention to user ratings for the seller. Sellers with long ebay memberships and multiple user ratings above 98% are the best.
I have had good service for many years with B&H Photo in New York also.
They have been around a long long time and are used to shipping to Canada. They have a solid inventory also.

Probably not the best source, but I got my iPhone off eBay from a Canadian seller in Toronto called toronto.cellular. They seemed to be very reputable. Only thing I found when I got the phone was the warmth of the colour of the screen was a bit more blue compared to my iPhone 5S. However, I think that could be different based on device and perhaps also how long I've had it. The 5s is about 5 years now and the SE is about a year old. Just never noticed the differences on my iPad, but then again all those devices are from the same year of 2013 so it could be when they were made as well or the version.
I also looked at getorchard.com, but they didn't have the model in the capacity that I wanted.
I realize that maybe I took a bigger risk using eBay, but I have been happy with my purchase so far.

It is a chatr phone, but it is unlocked, so it will work with Public Mobile. Currently, I would not buy any cheaper phone from a local retail store, because they are all awful phones at that lower price point!
I would strongly recommend NOT buying any phone overseas. You have a big problem when something goes wrong, and the phone do not always work as well here in Canada as they do in Asia.
You are taking your chances buying used, because phones just do not last long. Plus there are tons of scams I will not get into, but you still need to be mindful of.

Be aware, any second hand / untrusted source (kijiji, ebay, etc) can come back to bite you as the original owner could report it as lost or stolen for whatever reason in the future (insurance, free replacement through old carrier, mom i lost my phone, actually being stolen, etc) and you will end up having a useless paperweight with no recourse.

Amazon sells phones. I found some in there starting at 50 bucks. So they can be found pretty darn cheap.

@Scohene, Many local retailers sell unlocked phones. Walmart, Staples/Bureau en Gros, Best Buy, etc. Also many on-line retailers. Just be sure that the phone is compatible with Public Mobile/Telus network.
