Be careful if getting this device.  Not only will mobile data not work because Public Mobile does not offer BIS or BES services, but there are two different versions of the Blackberry Bold 9900.  If you have the one that will connect to a network such as Freedom Mobile's, this device won't work at all at Public Mobile. There is a seperate version that will work at Public Mobile (for voice and SMS only), but unless you already have it, I would suggest purchasing something differrent.

It will work as a phone but not for data

OS 10 IS REQUIRED FOR DATA SERVICE WITH PM so BB 9900 is out for PM's data service.

Some 3rd party app might work if it could route through straight data instead of the BIS

I believe the only BB models that are compatible are:   Z10, Q10, Q5, Leap, Classic, Passport, Priv, DTEK50, DTEK60, KeyOne, Key2

 @WAC : Maybe. But not data. Blackberry phones need to be OS10 for data. Can you get an exact variant model number?
