Why was i billed for 56.00 but have a promo for 50% off and it shows as 25. 00 being available
In my banking and in billing it shows I was charged 56.00

were your account suspended and you made a manual payment to resume? we saw that after account was suspended because of payment issue, people have to ask PM to put the discount back.
So, ask PM to check and help,
Simply open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA code when login, use email to receive code instead of SMS if you cannot receive the text on the phone.) When open Chatbot ticket, Type the question Submit ticket and select Contact Us to get to ticket open screen
