PM is on a 30 day cycle and not monthly cycle so months with 31 days may have bills on the beginning and end of the month. Since February is less than 30 days. Your account will show what the extra so login to your account and see what the extra charge is for…purchase an Add-on?

they are 2 different plans, and no chance PM will charged you twice in Feb
you sure you don't have 2 plans with Public Mobile? or you made a plan change in Feb?
login My Account and check the Payment history. You can post us screenshots from Dec to now and we can try to see if it makes sense (remove personal info from screenshots)
or you can ask PM if you are sure it is their fault
Simply open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA code when login, use email to receive code instead of SMS if you cannot receive the text on the phone.) When open Chatbot ticket, Type the question Submit ticket and select Contact Us to get to ticket open screen
