From a customer's point of view, this is still a price increase. I know of nothing that says that the Public Mobile has to pass this fee on to the customer.  I'm uncertain as to why the recent change, but these fees have existed for several years, even before Public Mobile decided to start charging it.

Please note that from July 31 2025, PM started collecting E911 Fees for provincial governments for those provinces that have the charge (AB, NB, NF, NS, NWT, PEI, QB, SK):
