In cases of a plan being in suspension, paying late doesn't prevent the device from connecting to the network. Public Mobile accounts in suspension still connect to the network and things such as 2FA messages from EverSafe still come in.

Reboot your phone by powering off then back on. See if that helps. If not then try resetting the Network setting on your phone.
