Are the phones sold on Public Mobile's website unlocked?

I don’t believe that cell carriers have been allowed to sell locked phones for several years now. New or used phones.

Yes, they are.

From their help article:

If you purchased a Certified Pre-Owned phone from Public Mobile, don’t worry, as all of our phones come unlocked.
