I got this China made android smart watch, and it works as a cellular sim card phone/watch?
After installing the sim card, I get data and text message good. But when calling out it just idles
and times out and incoming calls go straight to voice mail? I decided to take a step a further and
test my patience 😎 with *#*#4636#*# and it's set to LTE/UTMS auto PRL & also i was change the
radio band to U.S. Networks and it has automatic, Australia and Asia option as well.
Still no voice calls going through, I then decided to use more brain cells and insert the sim card
into a regular phone and everything works fine. Just not in the Android smart watch 4g LTE.
I tried other preferred networks and GSM does not work at all no data or text or anything only
LTE,CDMA,UTMS etc.....

None of the smart watches will work on PM as far as I can tell - none of the flagship for any of the popular ones anyway - maybe if you have a standalone off brand that takes it's own SIM card, but even then it's not an add on, it's basically a new line you're just tricking them into thinking that it's a phone. It's not a band issue, as far as I can tell? Please correct me if i'm wrong because I'd love to make use of the LTE I paid for

The above isn't correct. There are some smartwatches that will work at Public Mobile. I know that many do not have SIM card slots and Public Mobile won't allow the eSIM to be used but there are many smartwatches that do have SIM card slots and if it's capable of connecting to the Public Mobile network, it will work with the service.

This is very simple to answer. Smart watches of ANY kind are not supported by Public Mobile.
Public Mobile is a low budget, low end basic service. Zero bells and whistles.

3G and 4G has many network bands. Your issue is that your smart watch does not have the bands needed for PM network. Those watch or phones that designed for Chinese/Asian market usually does not work on PM's network
