How can you add a subscription with a second phone and number under one email address

if you use gmail...they do support the use of alias's. So if your email is ???@gmail.com...you can use ???+1@gmail.com for your 2nd Public Mobile account.

@Frawar PM system is one email for one account and no combined family account.  So, you cannot "Add" a subscription to your existing account.  You will need to use another email address to subscribe the second account
