I am looking to purchase a sim card for my daughter. I want a basic text and talk plan. How do I add her to my account?

daughter must download the Public Mobile app to her cellphone and create an account of her own...you can't just add her to yours. She needs a different email address than you but you can use the same payment card to pay for hers. She'll select / pay for a plan, but during the process she can add your referral code to her account. She'll get a $10 credit to her account within 72hrs and you get 1 Reward point for every 30 days that her account stays active. After you accumulate enough Rewards points, you can redeem them for stuff like or even add-ons ...have a look in Rewards Catalogue.

each account is separate and standalone, you cannot combined them as family account
so, you can buy a Public Mobile sim from Telus or Koodo or Mobile Klink store, or via Amazon
then download PM app on your daughter's phone and use a different email address to setup a new account. Remember to apply the friend referral code from your own account when you setup the new account

Unfortunately you can only have 1 account with the same email address so you will need to create a new email for her account but you can use the same password.
If you use your email for the second account. Her number will supersede your and you will loss your number.
