You can only have one phone number per account and email address.
You can activate a new separate account and plan and then refer yourself.
That way you'll get the $10 referral bonus credit on the new account and get other rewards on your current account.

If you are talking about adding another customer to public mobile, then yes, provide them with your referral code on your self-serve landing page and they will use it during the activation process.
They will need their own SIM card and their own email to create their own account.
And you will both save a little bit of money.

You need a new email for a new phone number. Use the referral code at activation and you will get a $10 credit into your new account and a $1 into your existing account.
