I now went through activation again, picking a new phone number.
Account created.
When using the menu option and I try transfer the phone number (from Koodo postpaid) it says "phone number not eligible for port"

Sorry, when I try activation again, the SIM number is recognized, but the phone number is not (says "please enter a Canadian phone number")

If the account is created, use the Change Number feature in Self Serve to do the port.
Make sure Koodo account # is used, put old SIM in device to get text to enable port, reply YES, then put PM SIM back in, and you're good to go!

Hmm, it's quite messy:
I used IMEI
The Public Mobile account didn't get created
The phone number is still with the old provider (Koodo postpaid)
The payment went through
I now tried again to register from another browser, and the SIM number is no longer getting recognized
Thoughts?

When you were going through the activation process, did you use the IMEI number versus the account number?
Check to see if the payment went through and the account is created. If not, try again using a desktop device and ensure you use the prior provider account number to port the number.
