Sorry you can’t activate a new SIM with vouchers. You need to use a CC or debit card on the PM app to activate but you can use a reloadable CC from any gas station or grocery store.

A customer support agent can open the new account for you in suspended status and then have the voucher applied to pay for your plan.

To change your SIM card number go to sign onto My Account. Click the drop down arrow click profile and scroll down. Find SIM card number and press the pencil icon. You can input your new SIM card number there.
