You can only use a number which is currently associated with a mobile or landline account which is in your name with another provider.
The last part about only being port a number that is in your name isn't accurate. The actual name on that account doesn't matter as long as the person who owns that account authorizes the phone number transfer.

Hi @Ronaldlynch
Are you planning to cancel the existing service and wish to move it to Public Mobile?
If so, you can port the number to Public Mobile and keep the number. Before you begin the process of activating, would recommend you jot down the Account Number for the service where you currently are using the number. You'll need it during the Public Mobile activation to successfully port the number.
Here's more information on porting numbers in addition to the above link I supplied:

Hi @Ronaldlynch
Do you still have that account with the old number?
Has it been less than 90 days since you don't have service?
In that case you can just log in and click on the link 'change sim' at the right side of your overview page.
If you can't access your account serve text message to moderators, click on private messages, then new message, send it to Moderator_Team.
If you don't have your old number for now than 30 days but was originally Publicmobile/Telus number maybe you can get it during activation, you can pick the same exchange, try to get the number with first 3 correct digits and then choose to enter last 4 digits manually.
Keep in mind that the number may not be available, i heard it takes about 30 days to reach the pool again. Call it and see that's available. You can also ask moderators for assistance.
If number is not getting Telus it would be back with the original provider

The process is called porting. See this help article for information:
How to choose your Phone Number (publicmobile.ca)
If it's an old number from some time ago, it's likely been reassigned.
