I've seen a similar message posted - not sure how to fix from the responses given.
Attempted to activate a new phone with a new sim and a new phone number. The activation failed and was directed to log in. However an account was also not created. When I attempt to have a password reset sent to me, the username (email) does not exist. When I try to create an account I receive the username is already in use. When I retry to activate the sim card I receive a SIM card not valid error - I didn't receive this on the initial attempt. I also receive errors regarding passwords and pin numbers. Not sure what is wrong. My guess is the activation failure has partially created an account. Not sure what to do next.

Also delete cookies and cache and go incognito on browser. This worked for me.

If you go to the last step of the activation (payment), insert the sim card to see if the Public Mobile service is working. Also, check if your credit card was charged.
If you were not charged by Public Mobile, wait 50 minutes before attempting activation again.
