Yesterday I paid $30 for a new $30 a month data and phone plan.
My account balance states I have $2.00.

How do you check your account balance? I can't find it anywhere in the "My Account" web site.

The usage is not actual usage to have $2 remaining on the first day since I have autopay. Is this correct?

If you enable the autopay, you will have a $2 autopay creidt to be used on your next renewal date.

Best way is to post a screenshot of payment history.
Best guess is you might have had an autopay credit applied.
