Telus and Bell never had a 2G GSM network. Prior to the 3G HSPA launch they both had CDMA networks. Public Mobile uses the Telus network, so no, no 2G.
No. The only provider still holding on to it is Rogers and that is being phased out. You can however you use it for roaming on T-Mobile in the states with the roaming add-ons or plans from here.
