I’d like to switch to $23.00 plan after trying my first month with public, but I can only see this on the website, not in my app under change subscription

not all currently offered plans are available to each and every customer. If you initially took a higher value plan, you likely can't downgrade to the plan you now want. Alternative is to start a new Public Mobile plan with a new sim, a new number and a different email address...you won't have access to your current ph number. You would then be able to select one of the many plans available as a new account. Not a great option, but an option.

Unfortunately if it's not listed on account you can't downgrade to the plan you want.
