My husband and I two cell phones in one email address. It comes off our VISA twice, which is okay. When I go to look at our billing I can only see mine. When I try to sign in under his cell number it says the email is already used. How can I view his cell info as well as mine?

If you use gmail as your email provider you can use alias instead of cretaing a new email address.
name+xyz@gamil.com, na.me@gmail.com both go to name@gmail.com

Did you activate online or in store?
If you activated in store, you just have to create a "My Account" profile for your husband's phone, using a different email address.

Each phone number must be in a separate account and different email addresses used.
