It seems to me that the easiest way to address this is to report the phone lost/stolen using PM self-service. That way, I believe, anyone who tries to activate it won't be able.
I believe that should be fine based on what I have read and seen. You should not need to buy a new SIM, but simply add another 'plan' when you are ready.
That number is listed as a spam number. Is your phone second hand? Could it be that the number was blocked by a previous owner and the change of networks recognizes the device blocking the number. Blocked numbers still show up in my call list and ...
