Did you pick the $20 data only plan by chance? There are only two $20 plans that I'm aware of, data only and calling only.

You need to follow the instructions on the Get Started page of the Public Mobile website. If the seller can provide you with the phones IMEI# you'll know whether or not the phone is compatible. Hope this helps 

As far as I'm aware that promo ended on Jan 1st and was only offered if you signed up online, unless they came up with a new promo that I'm not aware of. I don't think you're eligible.
