I'm able to receive calls, but when I try to make a call I get msg mobile network not available. Anybody else? Solution?

I see there are no add ones for travel to Caribbean, I will purchase a SIM card on Amazon before I go. It is described as 25MB - data only. Will I be able to send/receive texts from people I’m travelling with, and people in Canada?
