.Billing period has changed

my billing period is supposed to be from the 12th of one month to the 12th of the next month. All of a sudden it’s from the 19th of one month to the 19th of the next month.

Data usage recorded on iPhone is very different from data usage recorded by Public Mobile

Data usage recorded by my iPhone is 47% of one GB. At the same time Public Mobile records the data used as 95% of one GB. Can anyone explain this considerable disparity and what to do about it.Thank you. Your answers are so helpful and to the point
