how do i reach a CS Agent?? I can't submit tickets I keep on getting error message

As per title, having a really frustrating time reaching a live agent and every time i try to submit a ticket i get this message:OOPS! WE ENCOUNTERED AN ERROR PROCESSING YOUR REQUEST.Can i get an actual person to speak to?
