Is it possible to change a telephone number to a new area code, but keep the last 7 digits of my number?

I can call local numbers and long distance numbers, but I get a response that my call cannot be completed when I try to call a toll-free number like 1-8xx-xxx-xxxx.  ????  I have a 3-country public mobile plan
