Can't dial long distance have minutes

I can't dial long distance even though my account says I have 277 minutes left.I get an error message.Tried with 011 then number but it doesn't work.I am trying to call Spain.Please help public mobile, so very frustrating

Nope tried new browser still says I have 277 minutes in add ons

It says cannot complete as dialed but I am using 011 then country code etc

I purchased these minutes and have been unable to use them, thanks for the idea though
