Apologies if this has already been asked....but why is PublicMobile trying to get me to switch to Koodo? Is it just because I'm on the $40/4GB promo plan and they're trying to get people off it?

The non-Canadian credit card is almost certainly the cause of the issue. Many service providers require use of credit cards with billing addresses that are within the same country as the service is being provided in.
