I am looking to upgrade my phone to a Samsung s22. I have an s9 right now. If I buy an unlocked version online, do I also need a new SIM card?

I believe my number may have been ported as part of a scam.  I have no network access and I had a ton of VISA purchases that I did not make. What can I do to get my number back??
