Creating account error

My son is trying to start a new account and when he enters his unlocked cell number it says it’s invalid or already in use. He has never signed up before! Any help would be greatly appreciated! We need to have this working ASAP!

We were in the wrong area and need to activate the sim. Everything is working fine now
