I have just signed up for an account and my phone can not make calls except emergency

Having the emergency use only message means a few things.
You don't have a plan.
Verify on your PM Account.
Your SIM is not seated properly or not in your phone at all.
Reseat your SiM and reboot phone.
Also verify last 4 numbers on the SIM to your account information.
You phone needs the settings updated.
Reset your network settings.
Check as per @computergeek541 suggestions
And reboot your phone.

One thing to check would be to ensure that the network type isn't set to 2g as Public Mobile doesn't have that typen of network available.
