I forgot my username and password, and need to change my phone plan and add data onto it. Very frustrating to use Public Mobiles self serve option, because I am unable to receive a response from a Moderator.

How did you contact moderators? Ideally you should use SIMon to submit a ticket.
It can take a few minutes, up to 2 days for moderators to reply.
Check your email for a reply. Logon community to click on the envelope (see top right) to see your messages and then reply to moderator.

Check your email inbox for the PM welcome email after activation. You email address is the username. If you forgot your password, use the forgot your password link from the login page to reset your password. If it failed to reset your password, create a moderator support ticket for help using the ? button at the right side bottom corner of this page.
