Why would you want to return it? They do not expire, and you can keep it to use as a future referral if you like. ALWAYS good to have a spare for this reason, AS WELL as what if you lose your phone!?
Then, you can use this spare SIM in another phone to transfer your number and account over too.
Good reasons to have spares around. 👍

that's not a good reason for refund.
where you bought the extra SIM from? why you worry? if you are worry, why you bought extra than?
Honest, although what you said could happen.. but if you see the SIM is attach to the card, never break loose, there is really no reason to suspect people already used to register an account. If people used it to registered, they would at least break it and use it to test... But again, anything can happen.. 🙂

Because even if you don't use it, the sim card number is exposed when you buy it and it could have been used to register an account.

at public mobile is no refund but what the issue do you buy it from online or ?

Probably to ensure that they have not been previously used or registered for an account.
