I change my plan on July 7 before my billing cycle to 34 dollars plan but public mobile over charge me

Unfortunately, this isn’t an overcharge, by changing you plan, you just pay $34 for the new plan, there is no refund from previous plan

@Ahmarr  changing plans mid cycle will result in an immediate charge of the new plan and forfeit of the old plan, thus losing money. 

You were giving the option to change plan on Renewal instead of Change Now.

You can plead  your case with PM by using the chatbot to create a ticket and hope for an adjustment,  which they typically decline.
