Try clearing the cache and go incognito on your browser before login to your account.

@Farajime - There have been some issues with the Payments not working when adding a new Credit Card so buy a payment voucher from a location here https://www.publicmobile.ca/en/on/payment-voucher or from Recharge and load it up at myaccount.publicmobile.ca or use *611 or 1-855-4PUBLIC.

yes, PM payment system is glitchy, but you can add the new card without problem?
Wait an hour and try to make a payment again. Some said to wait 24 hours if you can wait
if you need to resume service, then don't wait. Buy a voucher from Shoppers drug mart and load the voucher using *611. With that, at least the service is resumed and you can deal with the payment card problem later
