Is this a billing issue? if's so how do I add funds to his phone. for him

Login My Account and see if account is Suspended or not

Call 1-855-4PUBLIC from your phone to check if the account is active or suspended.
If it is active, try resetting the Network setting on his phone and see if that helps.
If it is suspended then you need to make a manual payment with the CC on file or with vouchers to restore service.

no hes near Winnipeg, apparently its been a few days for him. We though he had coverage until the end of May. need to know if there is a away I can top him up if thats the issue? Im not near him at this time
