iPhone devices show similar message to that when the phone is not unlocked, so this is most likely the case with your iPhone 7.
Samsung devices use that message to indicate that a sim card isn't active, or that service associated with it has been cancelled.

It sounds like your iPhone might be locked. Contact the previous carrier to have it unlocked.
