I purchased a hotspot device off of amazon and im wondering if a public mobile sim car will work in it or if anyone knows of a device that will?

many of those on Amazon might not work well as they are made for Asian or European market
Any sold by Telus or Bell will work, like these:
Novatel Wireless MiFi 7000
Inseego 5G MiFi M2000
Sonim H500 5G Mobile Hotspot
ZTE Unite IV Mobile Hotspot
or why not use an old phone as a hotspot device? I am using those 4 or 5 years old phones for hotspot myself

comparing your spec with those I gave you, it only has B5. One compatible band is not enough, you need you have at least 3 or 4 to have stable connections. Sad to tell you the hotspot likely won't work.
If you have the hotspot device with you already, you can certainly try to put a PM sim card there and try. But if you are just planning to buy, avoid!!

This product supports 4G LTE frequency bands: B1/B3/B5/B40; 3G UMTS WCDMA: B1

it depends on the network bands on the device. Check the specs of it or at least let us know the brand and model so we can lookuo and check
Fyi, PM uses these bands:
