every time I try to use my iPhone 7, I get an annoying voice message warning me that the 3G network in Manitoba is shutting down. It plays the whole message before connecting my call.
I am on a 4G plan. I don't know how to stop this messag.e

How does this make sense? Is the phone VoLTE capable or not. I have the same issue with a 5G Motorola phone.
If this is the case, then it was disingenuous of Telus/PM to bombard me with messages saying that I need to switch to Telus. If my phone was going to work on Telus, then why can it not work on Public Mobile?

Will PM continually be removing phones older than 4 years from its VoLTE whitelist? I have an older phone from 2019, and wondering if it is even worth it to upgrade to a 2023 phone for example, if they are just going to continually say old phones are no longer compatible. This answer will help make my decision of whether to upgrade my phone, or leave PM.

4G plan does not mean you won't be affected by this. Plan is just data speed here
you have an iPhone 7, it has VoLTE. But your phone cannot use VoLTE on PM network. So, although you can use 4G for data, you are still using 3G for voice calls. PM system needs iPhone 8 or above to use VoLTE. You can use the IMEI checker here to confirm:

but you need a newer phone to use VoLTE after this month or you won't get any voice calls once 3G network is decommissioned
