Noticed recently there was the opera mini browser on the phone
how does one use it if one does not have a data plan
how would one use wi fi on it

I have a Moto G. As a result, the following instructions are either spot-on or equivalent:
Go to Settings, and look for Wireless & Networks. Then, look for Wi-Fi, and enable it if it isn't already on. You're now ready to use your browser via Wi-Fi rather than mobile data.
